This error is due to your connection's IP being blacklisted because it has been used for spamming at some point. This does not necessarily mean that you have sent spam, although it may have happened, usually it is because your operator has assigned you an IP with this problem when you have a dynamic IP.
To resolve it, all you have to do is go here:
Copy the current IP (this is your public connection IP that is blocked).
Turn off your router, leave it off for about 2 or 3 minutes and then turn it back on.
Go back to:
https://ip.profesionalhosting.com/
And verify that the previous IP has changed. Try again and it should be resolved, if it persists repeat the process because you have been assigned another IP with the same problem.
